Lott Housing Authority is visited by HUD San Antonio
The Lott Housing Authority has been in troubled status since 2017 and in jeopardy of going into receivership.
In August 2023, The Board of Commissioners voted to hire DeBorah Goffney, as Executive Director, Oleavia Hill, as Resident manager, Juan Delgado as Maintenance Supervisor, Martha Hernandez as Cleaning Supervisor. The state of the Lottt Housing was almost beyond repair.
Units had been neglected for 20+ years, policies were in place but not enforced. Many Residents didn’t even have a valid lease. Several did not have valid ID’s. There were Roach Infested units, AC’s that were over 20 +years old. Water Heaters were found to have car parts on them, all 48 of them. Depleted reserve funds, missing equipment and furniture, missing/ rusted appliances. The windows were so bad, during the winter storm ice accumulated inside the windows. Capital Funds had not been obligated since 2017 and the list goes on and on.
The present Director and the amazing staff and the supportive Board of Commissioners have made the following improvements: They are in compliance with 6 out of the 10 of the Recovery Agreement with HUD.
The last INSPIRE Inspection, the LHA passed. Before in 2022 it failed. Units have been upgraded, all windows on all sites have been replaced with the company Window World, AC’s have been replaced. Work Orders are completed in a timely manner and efficiently. All Policies are being enforced with all residents, not just a select few. Water Heaters have been replaced with correct parts. Outside dusk to dawn porch lights were installed, the rest will be installed when funds become available. Mailboxes are being placed on each site.
There is still much to do. The grounds are well kept by Tracy Miller’s Lawn Service, any plumbing Mr. Juan can’t handle is done by N&N Services and electricity by Seely Electric. They all have been a tremendous help in turning this Housing Authority around.
The goal of the Board of Commissioners, Director, Manager and Staff is to provide decent, safe and sanitary housing to all residents. All we ask is that the residents follow their lease so this property can remain open and they have a decent, sanitary place to live.
