Superintendent’s evaluation and contract approved

The Marlin ISD School Board of Managers met Monday, Nov. 13, at the Marlin Middle School Library, with President Billy Johnson presiding. Board Managers present were Misty Ehlers, Byrleen Terry, and Dr. Darryl Henson, Superintendent of Schools.  Conservator Dr. Cynthia Wilson was on site.

A public hearing on the School Financial Integrity Rating System of Texas (FIRST) was presented by Dr. Stacy Parker Knight. The state’s school financial accountability rating system ensures that Texas public schools are held accountable for the quality of their financial management practices and that the practices are improved. Indicator descriptions denoted MISD Superior Achievement, 90 of 100 maximum points on all indicators. Full report may be found at FinancialAccountability@tea.texas.gov.

The regular Board of Managers meeting followed. All Board of Managers and Conservator Dr. Wilson were in attendance. The Lone Star Governance Student of the Month was awarded to 4th grader Jesenia Johnson and Teacher of the Month went to Lindy Mitchell, Academic Facilitator & Instructional Coach. Employee of the Month was presented to Elementary teacher, Alexis Sanford.

Having returned from closed session re: Pursuant to Texas Government Code Sections 551.074, deliberation of personnel matters to include Superintendent’s Evaluation & Contract and the 2022-23 UIL concern regarding former and current district personnel. In lieu of publication in the annual FIRST financial management report, the school district may choose to publish. If published on the internet, the contract is to remain accessible for twelve months. Required disclosures of reimbursements received by the Superintendent and Board Members for 2021-22 were displayed. 

Jesse Bustamante, Executive Director of Human Resources, presented Bond 2022 updates. Mobilizing the track surface and the press box design phase continues at Legion Field and baseball & softball fields renovations continue. In other matters, Bustamante commented on promotion of extra-and co-curricular activities, extra-and co-curricular offerings based on student interest, and positive brand for the activities which are on target.

As a result of the MISD Audit Financial Report, Dr. Stacy Parker Knight noted based on the report presented by Singleton, Clark & Company, PC, the financial statements were neutral, consistent, clear, and encountered no significant difficulties in dealing with management in performing the audit. The Board of Managers were provided October 2023 monthly financial report for budget planning. 

Agenda consent items that were approved were Interlocal Agreement for a Central Texas Purchasing Alliance, use of Workers’ Compensation Solutions to provide coverage such as lost wages, medical costs, etc., and the use of Region 12 Business Services to provide the district with educational solutions regarding academic and fiscal compliance and professional development.  The Board approved the Superintendent to enter negotiations with selected vendors: MHS interior space renovations, Target Solutions; VEREGY,competition gym, Site-work /Landscaping, Dynamics Trades, Inc. and architectural & engineering services for the MHS campus, MRB Group.. 

Dr. Henson presented a notice of violation of the City of Marlin Ordinances prohibiting dilapidated and substandard buildings with the City of Marlin. The Board approved the demolition of the property at 202 First Street. In other matters, Waterboy Graphics was selected to use school logo, mascot, and colors to create high quality design on windscreens at the baseball and softball complexes not exceeding $24,000.

Board Manager, Misty Ehlers, moved to accept consent agenda items, seconded by Byrleen Terry. The approval of Superintendent’s Evaluation & Contract was motioned by Byrleen Terry and seconded by Billy Johnson. Both motions carried. With no further business, the meeting was adjourned.
