Animal Control Officer saves the neigh

On November 4, at noon while driving down Kennedy Street in Marlin, I noticed an abandoned, malnourished horse standing in the middle of a small field that was tied up. Has this ever happened to any of you? If this has happened to you, you would call Animal Control officer David Burnside.
