County approves several positions for Sheriff’s Dept.

Falls County Commissioners Court met at Monday, March 10, with County Judge Jay Elliott presiding. Commissioners present were Milton Albright (Pct. 1), Jason Willberg (Pct. 3),Nita Wuebker (Pct. 4) and ADA Steve Sharp. F.A. Green (Pct. 2) was absent.

The Commissioners approved Johnny Seiley as manager of the Falls on Brazos Park with a two-year contract plus option of three-year extension. Sheriff Campbell provided analysis of Falls County Jail personnel. The Commissioners approved staffing the jail with eight additional jailers. Effective March 16, 2025, four will be hired as soon as possible and the remaining four will be hired in October, all with a $40,000 salary. A full staff jail will allow the opportunity to house more inmates from other counties thus increasing revenue. 

In other matters, Matthew Bell was approved as ESD #3 Board member. 

Concerning the records of management expenses for the office of the District Clerk, Commissioners approved the payment of the invoice. Judge Elliott thanked Sheriff Campbell and selected inmates for their assistance with the clean-up. Constable Jerry W. Wood submitted his Firearms Performance Evaluation highly exceeding beyond expectations. 

Commissioners approved the final $1,859.07 payment for indigent health care services. Regarding the contract expiration date of Sept. 30, 2025, the Texas Water Development Board flood plan, Commissioners approved the amended contract. In addition, the Exempted Racial Profiling Report of Marion D. Humphrey was approved. Constable Humphrey does not make traffic stops in the routine performances of his official duties. A Racial Profiling Report submitted by Sheriff Jason Campbell was approved. Overview included probable cause stops, contraband discovered, race/gender, written warnings, citations, and arrests.

An Interlocal Agreement between Falls County and the Heart of Texas Council of Governments (HOTCOG) was approved by the Commissioners. This agreement will contract Everbridge to make emergency notification services available. 

Commissioners provided guidelines for the closing of a county road street. Several options were discussed. Once paperwork is received, the county will post in the newspaper for thirty days and follow procedures. Commissioners also approved the purchase of four radios for Road & Bridge. 

Commissioners approved the purchase of an Asphalt Zipper used for road repair. Jeff Jackson, Road & Bridge Administrator, continued with updates on bridges and roads closures. He is still waiting to hear from FEMA regarding submitted Analysis Report. The payments for two John Deere motor graders will be made once a Bill of Sale is received. 

Commissioner Albright moved to approve the payment of bills and payroll. Seconded by Commissioner Willberg, the motion carried. Commission Wuebker moved to accept the prior meeting minutes, seconded by Commissioner Albright, the motion carried. With no further discussion, the meeting adjourned at 10:20.
